Ethereum's roadmap faced a consequential week as developers delayed the Hoodi Glamsterdam fork by at least two weeks pending further security review, while ACDC #190 advanced a new set of Hegotá proposals. EIP-8015 reached Scheduled for Inclusion, four other consensus proposals entered Considered for Inclusion, and the post-quantum signature and FOCIL breakout groups continued work on implementation trade-offs. Outside core development, new reports highlighted major exchange and wallet-security incidents, institutional custody infrastructure, tokenized assets, and the growing convergence of AI and stablecoin payments. Mumbai is also preparing to host Devcon 8, bringing Ethereum's global developer community to India.

This Week at a Glance

  • ₹5,000 Crore Crypto Probe Rocks Indian Markets — Oct 29 | Yash Kamal Chaturvedi. India's Enforcement Directorate investigated alleged unauthorized cross-border crypto transfers involving offshore entities and platforms after searches conducted under FEMA. The allegations remain subject to investigation.
  • ICE Partners With Trade.xyz for Hyperliquid Futures — Oct 29 | Nidhi Kumari. Intercontinental Exchange and trade.xyz outlined plans for a regulated U.S. perpetual-futures venue using Hyperliquid infrastructure. Launch remains dependent on CFTC approval.
  • Canadian Teen Gets 25 Months for $13M Bitcoin Scam — Oct 29 | Nidhi Kumari. A defendant received a 25-month sentence for participating in a Bitcoin theft scheme involving impersonation of Google and Trezor support personnel.

B. Security

  • Binance Faces $6.3B Crypto Hack, $3B in Assets Frozen — Oct 29 | Yash Kamal Chaturvedi. EtherWorld reported a major exchange-security incident involving a compromised DevOps laptop and emergency asset freezes. The figures reflect the article's reporting and should not be treated as independently audited loss totals.
  • Polymarket Hack Drains $2.6M From Users — Oct 30 | Nidhi Kumari. Malicious code delivered through a compromised third-party monitoring script affected active sessions. Polymarket said the issue was fixed and affected users would be compensated; the estimated $2.6 million and 700-wallet totals were third-party estimates.
  • Tampered Wallets Lead to $3.5M Losses — Oct 30 | Nidhi Kumari. Trezor warned about a suspected implant in a Safe 5 sold through CryptoBilis; separate Singapore investigations concerned tampered Ledger devices. Trezor had not yet physically examined the reported Safe 5 at publication.
  • Keystone Wallet Hack Raises Customer Privacy Concerns — Oct 26 | Nidhi Kumari. Keystone disclosed exposure of customer order and shipping information, highlighting physical-security and phishing risks even where wallet credentials were reportedly unaffected.

C. Technology, AI & Infrastructure

D. Markets, Tokenization & Adoption

  • BitMine ETH Holdings Rise as Tom Lee Targets $10K — Oct 27 | Nidhi Kumari. BitMine reported approximately 6.05 million ETH held, approaching its stated 5%-of-supply accumulation goal; the $10,000 price projection is a forecast, not an established market outcome.
  • Hong Kong Gold Exchange Adds Chainlink to XGZ — Oct 27 | Nidhi Kumari. The Hong Kong Gold Exchange's XGZ tokenization initiative announced Chainlink CCIP integration to support cross-chain movement of gold-backed tokens.

Ethereum Protocol

1. AllCoreDevs – Consensus #190 | October 29

  • SFI: EIP-8015, Beacon State Cleanup, was unanimously Scheduled for Inclusion in Hegotá after implementation and devnet testing.
  • CFI: EIP-8334 (Bundled Attestation Propagation), EIP-8383 (Reduced CL Block Retention Window), EIP-8148 (Custom Sweep Threshold) and EIP-8411 (Fast Execution Payload Broadcast) moved to Considered for Inclusion, not final selection.
  • Deferred: EIP-8365 was pushed back two weeks for further consideration of deposit-handling alternatives and Devcon discussions.
  • DFI: EIP-8205, addressing deposit front-running, was Declined for Inclusion as a standalone proposal; developers committed to addressing the underlying problem in the post-quantum deposit-contract redesign.
  • Call leadership: Ben Edgington was named lead ACDC moderator and Will Kokorin deputy, succeeding Alex Stokes from the following call.

2. PQ Transaction Signatures #017 | October 28

  • Research direction: Lean SPHINCS parameter selection remained the focus; two teams presented alternative designs and trade-offs involving signature lifetime, size, verifier cost and constrained hardware.
  • Testing progress: The Daisugi v0.3 testnet demonstrated an early EIP-8288 transaction using a STARK proof over 20 transaction signatures; additional traffic-generation and benchmarking work was planned.
  • Hardware/MPC trade-offs: The group examined whether tree and FORS/WOTS variations offer acceptable proving efficiency while preserving realistic hardware and multiparty-computation compatibility.
  • Wallet operations: Circle raised real-world high-volume signing and key-rotation requirements; participants agreed further operational feedback and benchmarking are necessary before treating a parameter set as settled.

3. FOCIL Breakout #045 | October 27

  • Tentative preference: Developers leaned toward consensus-specs PR #5741 rather than #5740 for timely inclusion-list bid selection; final resolution depends on fork-choice and bitlist discussion.
  • P2P and fork-choice review: Teams examined whether bids appearing before the inclusion-list deadline should propagate and how an inclusion-list-unsatisfied payload can incorrectly become the chain head (PR #5769).
  • FOCIL–Frame Transactions integration: New engine-API proposals favor passing inclusion lists to the execution layer for deduplication and omission-claim handling; client feedback remained outstanding.
  • Devnet scheduling: The next FOCIL-frame testnet design and schedule remained contingent on settling integration details, with a possible launch after Devcon rather than a committed date.
  • Meeting decision: The next FOCIL breakout was shifted to November 10 because of Devcon travel.

4. AllCoreDevs – Testing #102 | October 26

  • Hoodi delayed: The Glamsterdam Hoodi fork was postponed by a minimum of two weeks pending further EIP-8037/8038 blast-radius review and outside security audits; the previous October 26 activation date is no longer current.
  • Builder onboarding: Consensus-specs PR #5736 was approved for merging to ensure only appropriately prefixed deposits are credited to builders at the fork.
  • Payload API: Execution-APIs PR #958 removed the getPayload timeout definition; the execution layer should respond promptly rather than wait for a higher-value block.
  • Shorter slots: Short-slot machinery remains on a feature branch rather than entering the main Glamsterdam specifications without majority client agreement.
  • Scheduling: ACDT #103 was moved to November 9, skipping the November 2 meeting during Devcon week.

Community Spotlight

Devcon 8 Brings Ethereum's Global Developer Community to Mumbai

Devcon 8 is coming to the Jio World Centre in Mumbai on November 3–6, bringing together Ethereum protocol developers, researchers, cryptographers, security specialists, designers and open-source communities. Its program spans core protocol development, privacy, applied cryptography, security, governance and verifiable infrastructure. The gathering represents a major opportunity for Indian contributors to connect directly with Ethereum's global technical community.

Ethereum's EIP Hub at Devcon 8

Alongside the conference, the EIP Hub will bring Ethereum's standards process closer to developers and newcomers through focused conversations on the EIP process and governance, core protocol development, application standards and ERCs, and enterprise Ethereum. Its four-day structure is intended to turn standards from something contributors only read about into a process they can participate in.
