Ethereum’s developer community is gearing up for one of the most decisive phases in its governance calendar, i.e., finalizing priorities for the Glamsterdam upgrade. This stage shifts focus from testing & engineering to structured evaluation & inclusion of Ethereum Improvement Proposals (EIPs).

The approach this time is notably modular, emphasizing transparency, technical readiness & collaborative participation from both client teams & the wider ecosystem.

Independent Evaluation of EIPs

The All Core Developers Execution (ACDE) Call #222 confirmed a crucial shift in Ethereum’s governance approach, i.e., repricing & non-headliner EIPs will no longer be treated as a single bundled proposal. Instead, each EIP will progress through an independent technical review cycle, allowing developers to selectively advance features that are stable, aligned with long-term scalability goals & validated across clients.

This modular governance strategy ensures that experimental proposals do not block critical ones like Block-Level Access Lists (BALs) or enshrined Proposer-Builder Separation (EIP-7732), which already demonstrate high readiness levels. It also enables client diversity, as teams such as Geth, Besu, Nethermind & Erigon can implement, test & adopt upgrades at their own pace, i.e. , reinforcing Ethereum’s philosophy of consensus through collaboration.

Timeline & Priority Discussion on October 23

Developers announced a dedicated priority-setting discussion scheduled for October 23, 2025, during the next ACDE call. This meeting will determine which proposals qualify for inclusion in the Glamsterdam upgrade, categorizing them under three primary lanes:

  1. Repricing Proposals: Focused on harmonizing gas costs, opcode prices & storage expansion models.
  2. Execution-Layer Optimizations: Targeting performance efficiency, state management & runtime scalability.
  3. Feature Additions: Introducing new functionality such as the PAY opcode, ePBS & enhanced access list structures.

Each client team will submit its shortlist of prioritized EIPs based on internal testing data & readiness indicators.

Community Engagement & Open Threads

In line with Ethereum’s participatory governance model, two open community threads have been launched on Ethereum Magicians to crowdsource feedback & creativity from developers worldwide:

  1. “H-Star” Naming Thread: Inviting suggestions for naming the next consensus-layer upgrade following Glamsterdam.
  2. Sepolia Replacement Testnet Thread: Gathering proposals for a new testnet name to replace Sepolia, reflecting Ethereum’s evolving multi-testnet vision.

These forums not only strengthen community inclusivity but also highlight Ethereum’s unique ability to blend culture, creativity & technical coordination.

The Road Ahead for Glamsterdam Governance

As Glamsterdam’s governance gears up for final alignment, client teams are refining EIP shortlists around three guiding pillars:

  1. Technical Readiness: Proposals with proven testnet performance, clear specs & robust interoperability.
  2. Backward Compatibility: Ensuring smooth transition from Fusaka without breaking existing smart contracts.
  3. Cross-Client Coordination: Maintaining consistency in how different execution clients implement changes.

Ethereum’s path to Glamsterdam underscores its maturity in decentralized coordination. By separating EIP evaluation, empowering client autonomy & inviting community participation through open threads, Ethereum continues to refine its governance system for both speed & inclusivity.
