Hegotá Should Complete the Holy Trinity of Censorship Resistance

To maximize Ethereum’s neutrality, we propose that the Hegotá upgrade includes both FOCIL and encrypted mempools. This would complete the Holy Trinity of Censorship Resistance, achieving system-level defense against transaction censorship.
