The September 2025 Arbitrum Security Council election has entered the Nominee Selection phase,, now live on Tally. A total of 19 candidates have registered, and delegates have until September 29 to nominate their preferred candidates. Those who qualify will move forward to the Member Election round, where final selections are made.

Nominee Selection Phase

The Nominee Selection phase is a critical step in the election process. During this stage:

  • Delegates can split their votes across multiple candidates.
  • To qualify for the next round, candidates must receive at least 0.2% of votable tokens (~9.4M ARB).
  • Only those who reach this threshold will proceed to the Member Election.

More details on this process can be found in the official forum post.

Role of the Security Council

The Arbitrum Security Council is composed of 12 members who serve as signers of multi-sig wallets. Their primary responsibility is to safeguard the protocol by:

  • Responding quickly to critical risks & vulnerabilities.
  • Making time-sensitive emergency decisions to protect community funds & network stability.

The council is split into two groups of six members. Every six months (in March & September), six seats are contested in elections, ensuring a steady balance between continuity & fresh participation.

Election Timeline & Process

The Security Council elections unfold in six key stages, as outlined by Arbitrum Governance:

  1. Call for Candidates (Sept 3 – Sept 15) – Interested participants announce intent.
  2. Contender Submission (Sept 15 – Sept 22) – Formal applications are submitted.
  3. Nominee Selection (Sept 22 – Sept 29) – Delegates nominate candidates (current phase).
  4. Member Election – Token holders cast votes in the final selection round.
  5. Certification & Onboarding – Results are validated, and new members are prepared.
  6. Term Start – Newly elected members begin their six-month service.

There is also an ongoing proposal to improve the election framework, but any changes will apply only from 2026 onwards.

With 19 candidates registered and the Sept 29 deadline fast approaching, the Arbitrum community is in the midst of a crucial governance moment. The Security Council plays a vital role in safeguarding the network, and the current nominee selection ensures only the most-supported candidates move forward.
